1998: Gerry Armstrong posted a declaration this week describing Scientology’s private investigator tactics. “A San Anselmo Police cruiser pulled up in front of my car with its lights flashing. The officer driving the cruiser ordered me to stay in my car, and then within a minute or so approached my car to communicate with me. He told me that a woman had made a report at the San Anselmo Police Department that I had chased her. The officer told me that she had specifically identified me, the car I was driving and the exact location where I had parked it. I had at no time chased a woman or anyone or even encountered a woman or anyone either while in my car or while walking from my car, and I advised the officer of those facts. The officer detained me for approximately 30 minutes during which time he essentially accused me of chasing the woman, whom he would not identify, and needled me about being nervous. Finally he let us go. I believed at the time that the ‘police report’ made by the ‘woman’ was part of an operation by Scientology agents, and that it was likely that the police officer was a knowing participant in the operation. I believed that Scientology agents initiated this operation with the expectation that a call to the dispatcher would reveal a bench warrant for my arrest and that I would be arrested and jailed. I also believed that it was likely that the officer was attempting to get me to react so that I could be apprehended and charged.” 1
Below is the declaration I executed On August 23, 1998 that contains the quoted text. Why the warrant for my arrest, which had been signed August 6, 1997 by bent San Anselmo Superior Court Judge Gary Thomas, didn’t show up when the San Anselmo cop called in my info, I don’t know. Maybe a filing screw-up, maybe someone up in Dispatch or Records liked me, maybe Divine Intervention. 2
I had picked up surveillance in Minden, Nevada where I was then living and working and Janet Holsclaw of Talon Executive Services, Inc., a Scientology PI firm, later revealed that Talon had been tracking me in Nevada.3
Mike Rinder was running the cult’s PIs at that time, and he was personally involved in the Nevada case, Armstrong 6, and executed at least two declarations containing false statements in that case. There is no doubt in my mind that he was in on or directed the frame-up: get a woman – PI or cult agent — to falsely accuse me of chasing her, get a cop to detain and accuse me, and get me taken into custody on the outstanding warrant. I believe that Talon PIs followed me all the way from Minden to San Anselmo.
Rinder ran other frame jobs against me, and supervised other fair game ops against me throughout his twenty-plus years running OSA US or OSA Int. Until he tells the truth about all the lies he told and had told, all the black PR and all the black Ops he ran for Hubbard and Miscavige against me, he still serves the Scientologists’ malign purposes, and his and Leah Remini’s “Scientology:Fair Game” podcast is theetie-weetie. His mandate was to silence or destroy me, which is a crime.
DECLARATION OF GERALD ARMSTRONG
I, Gerald Armstrong, declare:
- On Saturday, March 21, 1998 I drove my car, a Ford Contour which I had rented from Budget Car Rental Company in Reno Nevada, from Minden, Nevada to San Anselmo, California for the purpose of consulting with my attorney Ford Greene. I arrived at 6:00 P.M. and parked a short distance from Mr. Greene’s office and home, which are located at 711 Sir Francis Drake Boulevard, and walked from my car to his home.
- Mr. Greene was not home and I therefore visited with a friend Lori Phippeny who lives adjacent to Mr. Greene in an art studio at 715 Sir Francis Drake Boulevard which I had shared with her when I resided in California prior to my departure from California in January, 1997. Ms. Phippeny and I visited for about three hours, and then decided to go out for dinner together.
- Ms. Phippeny and I walked to my car and got in. Immediately a San Anselmo Police cruiser pulled up in front of my car with its lights flashing. The officer driving the cruiser ordered me to stay in my car, and then within a minute or so approached my car to communicate with me. Within a few minutes a second cruiser arrived.
- The officer demanded that I produce my driver’s license and vehicle papers which I did. He asked me what I was doing there and I told him. Ms. Phippeny confirmed my information to the officer. He told me that a woman had made a report at the San Anselmo Police Department that I had chased her. The officer told me that she had specifically identified me, the car I was driving and the exact location where I had parked it.
- I had at no time chased a woman or anyone or even encountered a woman or anyone either while in my car or while walking from my car to Mr. Greene’s home, and I advised the officer of those facts.
- The officer left me and Ms. Phippeny alone for a few minutes and went to his cruiser. I could hear that he was communicating by radio to someone whom I believe was the San Anselmo Police Department Dispatcher. I heard the radio reply that I had formerly possessed a California driver ‘s license and that I had formerly resided at 715 Sir Francis Drake Boulevard.
- The officer detained me and Ms.Phippeny for approximately 30 minutes during which time he essentially accused me of chasing the woman, whom he would not identify, and needled me about being nervous. Finally he let us go.
- I believed at the time that the “police report” made by the “woman” was part of an operation by Scientology agents, and that it was likely that the police officer was a knowing participant in the operation. I believed that Scientology agents initiated this operation with the expectation that a call to the dispatcher would reveal a bench warrant for my arrest, and that I would be arrested and jailed. I also believed that it was likely that the officer was attempting to get me to react so that I could be apprehended and charged. I believed that I was saved by Ms. Phippeny ‘s unexpected presence, and possibly by the arrival of other San Anselmo Police Officers.
- In June, 1998 I received as an exhibit to Scientology’s reply in support of its motion to dismiss the complaint in Armstrong vs. Miscavige, United States District Court for the District of Nevada, Case No. CV-N-97-00670ECR (RAM) a declaration of Janet L. Holsclaw which confirms that as early as December, 1997 agents of Scientology had improperly obtained private and confidential information from Budget Rental Car Company concerning my rental of Budget cars, and had identified cars I had rented from Budget. I am therefore now completely convinced that the incident in San Anselmo in March was a Scientology operation.
- The operation in San Anselmo is completely consistent with Scientology ‘s long history of such operations to attack, set up, frame, harm and destroy its targeted enemies.”
- The warrant Scientology obtained for my arrest is based on an illegal order of contempt which was itself obtained by Scientology by improper and illegal means.
- I know from past personal experience that Scientology uses corrupt police personnel to carry out its corrupt and illegal operations against its “enemies.”
- I believe that there is no limit to what Scientology’s leaders will do and have their agents do to harm me, and that I am in extreme and increasing physical danger.
I declare under the penalty of perjury under the laws of Nevada, California and the United States that the foregoing is true and correct.
